Aggarwal is a senior officer within the Indian Administrative Service (IAS). According to reporting from News18, he has served as the Secretary for the Union Ministry of Culture since April 2025.

He succeeds Giles Thomson of the United Kingdom, who held the vice presidency starting in July 2025. Reporting from Livemint indicates that Aggarwal's appointment marks the first time an Indian official has been selected for this specific role within the Paris based organization.
